Humane Law Enforment agents ensure the safety of animals.
The ASPCA's Humane Law Enforcement team is part of the agency's anti-cruelty division. The ASPCA's Humane Law Enforcement (HLE) agents investigate reports of animal cruelty within the state of New York.
Experience and Schooling
The minimum educational requirement to become an HLE agent is a high school diploma or equivalent, though some college is preferred. Applicants also need basic computer capabilities, investigation skills, and experience handling animals. Though no formal training is required, HLE courses are offered by many states. Classes in criminology or animal sciences or a background in law enforcement are also beneficial.
HLE Eligibility
According to the ASPCA, "all ASPCA HLE Agents must reside in New York State and be eligible for certification as a New York State Peace Officer." Applicants must also be at least 21 years of age, possess a valid New York driver's license, be bondable, and pass a background check.
HLE Responsibilities
Aside from investigating reports of animal cruelty, issuing summonses and making arrests, HLE agents are also required to maintain investigation records, write reports, and testify in court, when needed. When investigating a report of cruelty, agents will examine animals and facilities for signs of abuse and neglect. If an arrest isn't warranted, the agent may issue a compliance notice if the owner is in need of education regarding the proper treatment of animals. HLE agents also speak to the public regarding health, care and welfare of animals.
