Rescue boats can be purchased with grants.
Several programs are available that sponsor grants to purchase or lease boats to be used for rescuing people and animals from bodies of water in and surrounding the United States. Grants are also used to develop emergency plans and support boat operation training programs. These grants do not have to be repaid by the recipients.
National Urban Search and Rescue Response System
The National Urban Search and Rescue Response System is funded by the Department of Homeland Security, which provides grants to ensure search and rescue resources from state and local emergency management agencies are properly maintained and deployed when needed. Grants are used for emergency program management, equipment acquisitions and storage facilities to house the equipment. Funds are also used to cover search and rescue training programs. These grants are open to the 28 designated members of the National Urban Search and Rescue Response System, which are located in jurisdictions across the United States to respond quickly and efficiently to search and rescue missions. Members are located in: AZ, CA (8), CO, FL(2), IN, MD, MA, MI, NE, NV, NM, NY, OH, PA, TN, TX, UT, VA(2) and WA.

Homeland Security Grant Program
The Department of Homeland Security sponsors a grant program to help communities prepare, prevent and respond to major disasters and acts of terrorism. Grants from this program are used to develop and coordinate emergency evacuation and response plans between public safety agencies such as law enforcement and fire departments, hire emergency personnel and purchase equipment and rescue vehicles, boats and helicopters. Funds are also used to support emergency training and exercise programs. State government agencies are eligible to apply for these grants and are require to distribute no less than 80 percent of the funds to local government entities within 45 days of receipt.

Port Security Grants
The Port Security Grant program provides financial assistance to critical seaports around the United States to increase security measures and their abilities to prevent, detect, respond to and recover from acts of terrorism. Grants can be used to purchase equipment, boats and other emergency vehicles, medical supplies and communication hardware. Training and exercise activities are also covered by grant funds. State and local government agencies, ferry companies, terminals and port authorities are eligible to apply for these grants.
